City Government
The City of Rice operates under the rules and regulations set by the League of Minnesota Cities. The City Council is composed of four Council members and the mayor, who exercise the legislative functions and determine all city policy. Many committees work with the Council providing advice. The City Clerk is appointed by the City Council and is responsible for the administration of the City affairs.
The City provides a complete array of Public Safety Services including police protection, fire prevention and suppression, rescue and emergency services.
Economic Development Coordinator
Rice's Economic Development Coordinator serves as a liaison between the Rice City Council and the Rice Loan and Economic Development Committee. The Economic Development Coordinator coordinates contacts made with prospective businesses and assists with developing plans for locating or expanding in Rice.
Rescue Service
The local rescue service for this area is provided by the Rice Fire Department. The fire department is trained in First Response, and three members are currently certified as EMTs. The fire department is also certified in CPR and defibrillation. The fire department carries a defibrillator on the rescue vehicle. Ambulance service for the Rice area is provided by Gold Cross - St. Cloud, Inc. of St. Cloud, which is approximately 20 minutes away.
Emergency Services
The City of Rice Emergency Services are directed by the Mayor and City Council. An Emergency Management Director serves in staff capacity to the Mayor and coordinates emergency operations under an emergency operations plan.
The City's outdoor warning system provides 24 hour coverage to the citizens of Rice.
Protection
The Rice Volunteer Fire Department is composed of 22 trained volunteer fire fighters. The fire department has 5 fire fighting and rescue vehicles with the capacity to pump 2,000 gallons per minute. The department currently maintains a classified insurance rating of 7, and is continually upgrading equipment and skills. The department is currently re-building a rescue vehicle and has just purchased a new 3,000 gallon tanker and a new pumper. The Rice Fire Department also protects adjoining townships and has mutual aid agreements with surrounding communities for back up fire suppression and rescue support if needed.
Police Department
The Rice Police Department is composed of one full-time chief. In addition, the Rice police department works in conjunction with the Benton County Sheriff's Department to protect and serve the city and the outlying community. The police chief is also a trained First Responder.
Public Library
The main library of the Great River Regional Library System is located in St. Cloud only 20 minutes away. The Rice Elementary School library is available for children to visit during the summer months.
Mailing Services
U.S. Postal Service
The United States Postal Service maintains a second class facility in Rice. This level of service offers all services except city door to door delivery, international money orders and passports.
United Parcel Service
The shipment center for package delivery is available daily in Rice.
